LDEV-5095 Rewrite Scratchie chart to currently used Chart JSOld version of Chart JS overlapped with the newer one in TBL monitoring,preventing charts from being displayed correctly. Since only one chartin LAMS was using the old library version, it was rewritten and the oldlibrary was removed.
