Added db encoding to the ant db tasks - the encoding entry on the url is not enough when loading data from a script.

Tool deployment utility has been changed to update the context path and class path when the tool is deployed. Build file changed to match and the main tool context application file moved so that only the tool's have a context file classpath of /org/lamsfoundation/lams/tool.

plenty work for basic structure and authoring page: 1.ant build 2.add many fields to model class 3. finish basic logic of authoring init page 4. copy lams tag into authoring page 5. IMS download method.
